[Strawbale] Certificates

Dear Herbert,

the producer of the gravel needs a ÜA-certification (as a old national declaration in Austria) or (in future) a CE. At the moment the producer may decide which one he want to use but he can't use both at the same time. 

In future the CE is the only declaration which is needed to sell most building products in Europe. If theres a producer of strawbales for building applications he also has to sign them with a CE.
