(added Nov 2007:) For a quick selection of best-performing luminaires, as the ground illuminance is concerned, I've developed a script whose results are at the top of http://amper.ped.muni.cz/light/ies2/EasyLight-SaveTheSky/?M=D (the script's parameters describe the geometry of the lighting system).
