In that region it could be an intresting experience to visit Tjechie, former easter Europe. They have started recently, but are very alive. (ask on the list for contacts) 

In the Alzas (East France) Region is Samuel Courgey, French, who teaches and tests SB and Hemp construction. Close to Lyon, is the earth building school Cra'terre. 

In the west, Bretagne, we have Pascal Thepaut, SB builder, with wet climate, Lime plaster experience. He also does restauration of castles etc. He has been to the US for the SB tour before.

Hope this is of some help. And I hope some participants of this list will give some other suggestions.

And just because I can't help myself: Have you taken contact with those guys to test the material to make earthen plasters water resistent? If you'd like to visit Holland, that conference hall could be nice to visit, but Tom, one of the builders might be gone by then.
