[Cmunipack] Development version of multiplatform GUI

Dear colleagues,

the first development version of QMuniwin, the multiplatform user 
interface for C-Munipack, was released. It's based on Trolltech's Qt 
library, version 4. The source code package is available on project's 
web pages in the Download section.

Please, note, that this is very limited version intended for testing and 
experiments only. Ordinary user should still use Muniwin, which is 
stable and well tested.
