The walls are bone dry now. When does damp become wet? Can I make them too wet?

I use a garden hose mister attachment and give the walls a quick once over to dampen them before applying the next layer.
I want to put some more render on now and the previous (first) coat is well cured. How wet do I have to get it in order to apply another coat. What's the procedure?
