They can but everybody will advise you against doing so. The major consideration when building with strawbales is to avoid moisture damage. Using them below ground level is asking for problems. Projects where SB walls have been partially been submerged below ground level because of sloping terrain have nearly always resulted in moisture problems and this is in very dry climates with very low water tables.
