To respond to your question about Strawbale in Spain your best bet is to sign on to the Spanish SB listserve by sending a "subscribe paja" message to paja@amper....muni.cz
I live in northern spain and have just finished my first SB house (mine), but am not current on (or interested in) the legal issues at this time. My interest is that people learn to build their own houses.
