[Darksky] Limitation of outdoor lighting

Dear advocates of day and night cycle,

Dr. Barry Clark has updated his study

     A Rationale for the Mandatory Limitation of Outdoor Lighting

           ( available at  http://amper.ped.muni.cz/bajc )

so that it contains a fresh reference to Kloog et al recent paper on
breast cancer and lighting in Israel. Some other things were improved,
too. So, if you are giving printed copies of that comprehensive study to
another people, please use the updated version instead of the preceding
ones (the current being Version 2.4, 29 February 2008).
