He suspects magnetic fields from the wires. However, it appears that that
the most toxic part of electromagnetic radiation longwave-ward from UV
might be ...light.
A couple of articles from the Children Leukaemia conference below might
give a hint about that. Together with Russel Reiter I suspect that it was
the sudden rise of the amount of light at night that brought the ``peak''
(more accurately, steep rise of incidence, which rises more slowly ever
since). The amounts of electricity used at fist installations were perhaps
too small to cause such an effect directly. But light, through a
pronounced melatonin production suppression, could do that rather easily.

It would be nice if definitions existed that were ...
-stable and unchangeable
-precise
-agreed upon by everyone
-understood by everyone (simple)
...but that isn't the case yet, so we all have to make do with what we have.
FCO, as Stan points out, has a generally precise meaning among
professionals, but the electrician and installer (and unfortunately, some
who call themselves lighting designers) don't know what it means.
Fully Shielded is fairly easy to understand by non-professionals (who want
to understand it), but doesn't have a generally accepted definition yet.
In Acton, we agree both with Gail and Stan in writing our new bylaw.
-Generally, we used the term "fully shielded" for most of the bylaw. Since
this is not a term with specific and general definition in the industry, we
both define it, tell how it is related to the FCO definition, and then have
numerous pictures of luminaires that both comply and don't comply. It is
pointed out, as Gail suggests, that an FCO luminaire also is Fully Shielded.
-For use in the few parts of town in which lighting may be specified by the
Historic District Commission, we allowed lighting of up to the the IESNA
Cutoff (CO) specification.
-Both FCO and CO are defined in the bylaw.

Over the years I have collected a number of photos illustrating light
trespass, and some of the big offenders include improperly placed FCO
fixtures.
Given that, shouldnt a time-tested definition of 'fully shielded' be
based on outcome performance rather than stock, off-the-shelf luminaires
marketed as a 'one size fits all' solution?
