Dear Jan Holland, in Italy we have a lot of documents about this problem (also official documents), but all in Italian! For example the town of Frosinone (55.000 people) or Novara 50.000 or Civitavecchia have writen some document about their financial benefits. I send you some of that. There is another document that the Lombardy region is realizing for his financial low.
