[magnitude6] LP prevention in Czech law

A novelty from yesterday: 

the Czech House of Representatives accepted a ``clean air act'', a law
protecting the atmosphere. The law includes light pollution prevention,
defined exactly like in the Lombardy law. Detailed instructions what it
implies are not contained in the law itself, however, they should be
issued as a resolution of the government instead. I hope it won't be
spoiled, I have coined the proposal of the resolution according the
articles 6 and 9 of the Lombardy law. The law is to be accepted by Senate
now, and if it succeeds, it could be valid since July.
