Dear Dr. Sterken,

advised by Petr Harmanec, I wrote to Roger Cayrel meanwhile, and got the
reference already. My wish to have the resolution published on Internet as
well (sometime in the future) still holds, however, as the Transactions
are not widely available.
(I assume that for the future Transactions, this is a matter of course, as
they will be published by the Astromical Society of Pacific instead of
Kluwer.)

  The answer to your question is:

  Transactions of the IAU, vol. XXIIIB, "Proceedings of the 23rd General
  Assembly" ed. J. Andersen, Kluwer Academic Press, 1999, p. 141.
  This is the resoltion taken by Commission 36, and on  page 181, there is
  the endorsment by Commission 25 ( Stellar Photometry and Polarimetry).
