Welcome
to a new edition of the enerCEE newsletter. With this service
E.V.A., the Austrian Energy Agency, provides energy related news
with a focus on energy efficiency and renewable energy in Central
and Eastern Europe (CEE).[*]
We are happy to welcome our readers in the new year!
On enerCEE.net, three new country country profiles are now available:
Bosnia and Herzegovina, Serbia and Montenegro, and Macedonia.
The new year offers new opportunities for projects in the field of
Renewable Energy and Energy Efficiency: Please see the call
by REEEP below. With Austrian Energy Days in Czech Republic,
E.V.A., the Austrian Energy Agency is continuing a series of
successful events.
Looking beyond current EU borders, this newsletter informs you about
the Energy Community South East Europe and the EU-Russian Energy
Dialogue.

Call for Projects: 1 Mio Euro from REEEP
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The Renewable Energy and Energy Efficiency Partnership (REEEP) is
currently seeking project proposals for Renewable- &
Efficiency Projects. The total volume of this projects call
is around EUR 1 million and will be available from 1 April 2005.
REEEP expects to fund about 15 projects with an average REEEP
contribution of EUR 70,000. Projects which are funded
under REEEP should focus on at least one of the two major
themes: Finance and Policy / Regulation. Projects might
deliver at least one of the products mentioned below:
- Tool Kits for various stakeholders
- Networks of individuals / organisations related to the project
including databases
- Training Tools
- Best practice demonstrations
One-page project summaries are due by Friday January 21, 2005.

Energy Community South East Europe
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Ministers of all EU member states and 11 South Eastern European
countries including Turkey have agreed on the basic
principles of a treaty to establish the Energy Community
South East Europe (ECSEE). Another result of the meeting in
Athens on December 14 was the decision on Vienna as the
location of the ECSEE secretariat.
The Energy Community will create a single regulatory space for energy
and serve the interests of both the EU and the SEE countries
concerning energy supply. Issues to be addressed are also
energy poverty, the diversification of energy sources and
stronger regional mechanisms especially in regard to
dependency on external energy sources after the end of the
Soviet Union.
The treaty is expected to be signed in summer of 2005.
Bosnia-Herzegovina will follow Austria as chair of
the ECSEE in the year 2005.

Austrian Energy Days in Czech Republic: Hradec Kralove,
April 26-28, 2005
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The Austrian Energy Days in Czech Republic offer a platform for
Austrian companies and Czech project promoters to initiate
joint projects in energy efficiency and renewable energy.
Topics will be:
- Rehabilitation of panel buildings
- CHP
- District Heating
- Renewable Energy
- Financing.
The two-day seminar with plenary sessions and bilateral meetings will
take place in parallel to the District Heating Days and Renewable
Energy Sources Conference, which are organized by the Czech
Association of District Heating and the Czech Ministry of
Environment, respectively.
The Austrian Energy Days are organized on behalf of the Austrian
Federal Ministry for Agriculture and Forestry, Environment and
Water Management, by:

EU-Russia Energy Dialogue
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The European Commission has issued a report on four years of
EU-Russia Energy Dialogue stating positive results of the
process. Among the issues that have been tackled so far, are:
- Facilitating European investments in the Russian energy market;
- Supporting Russian companies on their way to the European market;
- Dealing with difficulties concerning supply contracts for oil and
gas;
- Security of transport of energy supplies.
In the coming years, the dialogue will be extended to co-operation on
energy efficiency and technology transfer and the consequences
of Russia's ratification of the Kyoto Protocol.
An institution established within the framework of the dialogue is
the EU-Russia Technology Centre, which is dedicated to the
exchange of know-how, the facilitation of projects, and acts
as co-ordination centre for technology transfer issues. In summer
2004, the centre held a Round Table on Renewable Energy policy
development which resulted in recommendations to improve
RES development in Russia.
