I fully agree with what you say. There is a growing movement among
consumers to buy responsibly. These are the people who need to be targeted
first, the ones who already crave a product that will not destroy our
environment. They will be the first ones to buy and they will only buy if
marketed to or if they know the product exists. Examples would be Organic
farm products, Non-GMO foods, hybrid cars, energy star compliant products,
CF bulbs, the list will continue to grow. These people will put the
product into the public eye and show the rest of the public that there is
a valid reason to be concerned and to buy responsibly. This would be a
label that can give someone the ability to look at a product and say with
confidence that upon proper installation this product will perform with
the best intention to safeguard the environment. Unfortunately the
lighting designers and installers are not required to wear a label...Yet.
Remember, even a Glarebuster which was designed to be dark sky friendly
can be installed incorrectly is someone really wanted to. However, that
does not stop Bob from marketing it as a dark sky friendly light. In fact
it is a reason for its success.
The extreme angle would be to require the manufacturers to install
leveling switches which would disable the light if the angle were not
within 1deg of level. Then you have no choice but the install it
correctly.

That's absolutely evil :-) I *love* it! Two mercury switches at right
angles to one another epoxy embedded in the ballast circuit board -- a
self-enforcing fixture! I could possibly see someday using such an
idiot-proof fixture to meet a requirement for an installation
certification, warranty or tax credit (but the epoxy would have to
insure that the mercury doesnt find it's way into the environment)
hmmm -- race you to the patent office ! :-)

A conductive pendant inside a sealed metal tube (pendulum + ring) would work,
without the Hg worries. (Some pinball machines used to use these as the tilt
switch).

Actually...If you don't proceed and file for a patent, I wouldn't be
surprised to discover a few years from now that a lighting manufacturer
lurking on this discussion group grabbed the idea and went forward in filing
for the patent !!
