Ketchum has only 83 street lights and a population of 4800.
Our utility, Idaho Power, said we were too small to get
a reduction in electricity bills. It's called "economies of scale."
If we were larger, we would pay less for those lights with
reduced wattage. The whole retrofit cost the city $4100.
We changed several 100w hps to 70 w hps and a few
250 w hps to 200 w hps - but no savings from Idaho Power.
Sorry I can't show more cost savings for you to use in
your arguments.

I remember that the utility made it and runs the lighting system, but
perhaps it gave some data.

I have up to now just numbers for one Italian and one Catalan town.
More examples might help to pass the law through the Senate. It is
not necessary that all examples show large savings, tolerable costs are OK
too.
