I'm always in a hurry and apologise a lot for not responding to your
emails. I agree with you completely that working together with the
industry is a best approach. This is an IDA strategy as well. For me, it
works well only when I speak with those small Czech producers, who
specialise at making FS luminaires...
Understanding why the ``almost negligible'' amount of near-horizontal
light is so harmful (and why the 0cd/klm limit for the light going
horizontally and above is vital indeed) is not at all easy. I know of just
a handful of astronomers worldwide who are completely aware of it (a clear
demo of the problem was a recent S&T article which just said the opinions
differ...). I see I have, together with them, to make is as plain as
possible, so that not only physicists studying the propagation of the
light through the atmosphere would be able to understand it, but anybody
who is interested in artificial light at night. It may be painful for many
lighting professionals, so it will need a lot of diplomacy to avoid
scaring them. It's not encouraging to be said, ``unfortunately, all
you've done is wrong''. Thay have to find out themselves why the FS
luminaries are so much better, to identify with them personally for the
future.
Skyglow should not be our main argument. Glare, trespass, insect killings,
human health are far more important for most people. But it goes hand in
hand in fact.

graphics. I don't know why it has not been accessible, I'll check the
computer logs sometimes.
(With my servers, the important thing is that there has to be no www
before the computer name in the URL, M$explorer has an option to add it
everywhere, so it may be needed to check it off. I know it's not the
problem in your case.)
