Subject: IDA's Annual Lighting Awards and Other News

Memorandum for all IDA sections, Affiliates and Friends:

As we near the close of another year, everyone at IDA would like to wish you 
the very best for the holiday season.  This past year has been very 
successful, and momentum continues to build around the world.   All of this 
progress has been made possible by your outstanding efforts.  Our membership 
continues to grow, and IDA is very near 10,000 members from 75 countries.   

Lighting Awards:  The deadline is only a few weeks away in mid-January, and 
now is the time to be thinking about IDA's awards.  We would especially like 
each of you to nominate the best quality lighting in your areas.   Whether 
it's the excellent lighting at the Malta International Airport, the energy 
efficient street lighting in Brno, Czech Republic, or the low glare Port 
Authority Lighting in Cagliari, Sardinia, Italy, a National Park redesigning 
lighting to protect wildlife, or a quality installation in "anycity USA," we 
are sure everyone will want to send us nominations.  

How to Submit Awards:  We will have instructions available soon on our web 
site. In brief summary, we need (via e-mail) a justification of the lighting 
award, a digital photo, and complete contact information for both the 
property owner and the lighting designer or installer.  This is a great way 
to give recognition to those who are promoting better quality lighting.  
Press releases are planned, and there will be various awards presented at the 
IDA annual banquet.

2003 Annual Conference:  The IDA annual meeting is planned for 22-23 March in 
Tucson, Arizona, USA.  As usual, a great lineup of speakers is planned, and 
we hope to see all of you at our "educational" conference.   We've heard many 
attendees report that it's a great way to share ideas and recharge your 
batteries.  Additional details will be available soon on the IDA website.

For IDA sections only:   In accordance with IDA bylaws, the annual reports 
are due to us by January 15, 2003.   Please send these reports to 
idagen@darksky..., and copy me at RLGent1@aol....  These reports do not 
need to be long or complex -- a few sentences about your activities will be 
fine.   Any fundraising and financial activities must be reported to us.  For 
USA sections using our tax ID, we will need receipts, expenses, and income 
reports.  

Thanks to all of you for your many outstanding achievements over the past 
year. We especially appreciate your enthusiasm and hospitality hosting so 
many meetings.  Among the dozens of great meetings this year, we would like 
to mention a few.   The Fall IDA meeting in Boston, Massachusetts, USA,  was 
a huge success, and the 2nd European Symposium for the Protection of the 
Night Sky in Lucerne, Switzerland, is generating positive action on an 
international scale.  We also congratulate the Urban Wildlands Group for 
hosting the Ecological Consequences of Artificial Night Lighting meeting at 
UCLA's Institute for the Environment in Los Angeles, California, USA.   The 
impact of these international conferences will be influencing world leaders 
for years to come.  

We look forward to even better progress in 2003!

Here is a draft of Utah's Light Pollution Control Resolution as it 
currently stands.

Light Pollution Prevention Resolution
Whereas Light Pollution is caused by misdirected exterior lighting, and
whereas Light Pollution is sky glow, glare, and light trespass, and
whereas Light Pollution renders invisible the eternal beauty of the 
heavens, and
whereas Light Pollution deprives Utahans of their heritage of 
star-filled skies, and
whereas Light Pollution severely impairs the study of Astronomy as a 
science, and
whereas Light Pollution causes a number of unintended consequences, 
including the unnecessary expense of 2 billion dollars annually, 
nationwide, due to poor street lighting alone,

the Utah State Legislature resolves to

      Protect Utah's Night Sky, as it would all such natural resources,
      for the future benefit of its citizens,
      Ensure all new lighting fixtures installed in State-funded
      facilities, institutions, and on rights-of-way are of the
      full-cutoff type, where no light from the fixture shines above the
      horizontal, thereby reducing sky glow.

      Ensure all new lighting fixtures installed in State-funded
      facilities, institutions, and on rights-of-way are directed
      downward and only where needed, further reducing sky glow,
      minimizing unsafe glare to pedestrian and vehicular traffic,
      minimizing unwelcome light trespassing onto adjoining properties,
      and reducing fixture wattage requirements, and therefore,
      operating costs.

      Reevaluate all State-funded facilities', institutions', and
      right-of-ways' existing exterior lighting needs,
      (a) ensuring fixtures are producing the lowest appropriate level
      of lighting without compromising safety,
      (b) recommending dusk-to-dawn lighting be replaced with motion
      detector-activated lighting
      (c) ensuring all non-essential exterior lighting is turned off
      after operations cease,
      (d) ensuring that, as existing fixtures are repaired, maintained,
      or replaced, Light Pollution preventing actions are taken, as
      described above.

      Encourage all counties, cities, towns, businesses and citizenry to
      protect and preserve Utah's Night Sky, and the legacy and heritage
      to which Utahans are entitled.

Senator Allen will be reviewing this over the long weekend before 
getting back to us.
He stressed to me his belief that this would be a multi-year effort... 
with "teeth added in subsequent legislation".
He also mentioned that after passage, the resolution will be mailed to 
every town, county, city, zoning board, etc... in the state... to ensure 
that they are aware of the direction that the legislature is heading.
Anyway.... I guess we are now open for comments ;)
