LP has been mentioned within the Czech "Clean Air Act" in 2002,
asking the government to issue the rules. However,
no such decree has been issued and the law demands no anymore.
It empowers municipalities to ban skybeamers; some 20 did so.

Per capita, there are two recent estimates by the lighting industry, 67
and 56 kWh per citizen and year.
The lower number may represent municipality-paid lighting only.
