[Strawbale] strange postings

Dear friends of straw,

I apologize for mad postings in slavonic languages (the past one was a 2nd 
one perhaps) - my guess is that people filter their sets of addresses by 
the ending (.cz) and then send some message to all of them. Such a message 
to our strawbale list may be, in principle, interesting for several 
members (even if the past one was strange at least), but is a regretable 
spam for hundreds of remaining ones.

I'll try to shift even the rest of Czech members to the subset of the 
moderated ones.
