With this newsletter E.V.A., the Austrian Energy Agency, starts a
new service which will provide energy related news with a focus on
energy efficiency and renewable energy in Central and Eastern 
Europe (CEE).

Intelligent Energy For Europe

The "Intelligent Energy for Europe" programme of actions in the area
of energy proposed by the Commission as the successor of the Energy
Framework Programme (1998 - 2002) has received the agreement of the
Parliament and of the Council. It strengthens and redirects action
in the field of energy in line with new European political
priorities.

"Intelligent Energy for Europe" supports actions in the fields of:

* ALTENER: new and renewable energy sources and diversification 
  of energy production
* SAVE: improvement of energy efficiency and the rational use of
  energy
* STEER: energy aspects of transport
* COOPENER: promotion of renewable energy sources and energy
  efficiency at international level, particularly in the developing
  countries.

Actions that can benefit from EU financial assistance must aim at
stimulating the European market, and, among other things

* increase energy efficiency by around 1% per year
* increase the use of renewable energy in consumption from 6% to 12%
  by 2010
* increase to 22.1% by 2010 the percentage of electricity produced
  from renewable sources 
* increase the production of electricity produced from cogeneration
  by 2010
* develop the potential of renewable sources of energy
* promote Kyoto mechanisms

A first call for proposals is expected for autumn 2003. Calls will be
open to all Member States as well as to the candidate countries and
the EFTA/EEA countries in accordance with the rules and procedures
agreed with those countries.

Seminar on bioenergy from wood-waste, landfill gas and biogas
21 - 22 May 2003, Kiev, Ukraine

On May 21st, 2003, a one-day Ukrainian-Austrian seminar covering
the topic "utilisation of bioenergy" took place with a high-level
participation from Austria and the Ukraine. The goal of this
seminar was to identify joint Ukrainian-Austrian bioenergy projects,
which shall finally be realised in the framework of the Ukrainian-
Austrian Energy Partnership Program. 

The seminar was targeted at participants from Austria who are
interested in bioenergy-projects in Ukraine and potential project
partners, plant operators, financing and supporting institutions,
investors, and representatives from politics and from the
administration in Ukraine. 

At least four projects are now going to be prepared for implemen-
tation as an outcome of this workshop, some more are in the pipeline.

"Renewable Energy Agency" (REA) founded in Ukraine

A new NGO, "Renewable Energy Agency" (REA), was founded in Ukraine
early this year. It combines the resources of two organizations, the
NGO "Future Age Energy" and the Science and Technical Center 
"Biomass". The new structure aims to promote renewable energy
sources as alternatives to fossil fuel.

New European Communication on the development of energy
policy for the enlarged European Union, its neighbours
and partner countries

This Communication sets guidelines to face up to the challenges
of growing external energy dependence between the European Union
and neighbouring countries. It also examines the need to address
infrastructure issues on a regional level, to diversify sources of
energy, at both geographical and technological level, and to
broaden the basis for energy trade in Europe and its adjoining
continents. 

The objectives of the policy set out in this Communication are to:
* enhance the security of energy supplies of the European continent,
* strengthen the Internal Energy Market of the enlarged European
  Union,
* support the modernisation of energy systems in our partner
  countries,
* and facilitate the realisation of major new energy infrastructure
  projects.

EU offers financial incentive to shut down Armenian nuclear-power plant
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

Visiting EU official Hugues Mingarelli told Armenian officials in 
Yerevan on 4 June that the EU believes the Medzamor nuclear-power
plant should be closed down as soon as possible and is ready to
provide a grant of 100 million euros ($117 million) to expedite the
shutdown, AFP and ITAR-TASS reported. Medzamor currently generates
some 40 percent of Armenia's energy. Mingarelli suggested that 
importing gas from Iran could compensate for the closure of Medzamor,
but admitted that no agreement has yet been reached on EU funding to
build a pipeline to transport that gas. The European Bank for
Reconstruction and Development helped finance reactivating Medzamor
in 1995 on condition that the plant would be closed again by 2004.
In December 1998, Armenian officials confirmed their readiness to
comply with that deadline, but have argued more recently that 
Medzamor cannot be shut down until an alternative source of energy
is available.
