Heres yet another source for dimable streetlight ballasts, marketed as a 
part-night solution:

also, would anyone have a schematic diagram for a non-dimming, 
dusk-to-midnight (part night) photocontrol?

Tork makes a photo control that is part night,

They may have a schematic or a way to make the request.
