Greetings everyone:

I have some great news!  A major advance for the light pollution
reform effort has occurred in Connecticut.  Two years ago Leo Smith 
contacted the State Building Official requesting full cutoff lighting 
to be included as a requirement in the state building code.  Several 
others concerned about these issues wrote to the SBO urging his assistance 
to provide mutual support for this code amendment.

On May 25, 2004, the state of Connecticut officially amended the State 
Building Code to require full cutoff lighting on all new commercial 
construction projects.  The code is effective September 1, 2004, and 
requires 169 municipalities throughout Connecticut to comply with it 
by state statutes!

This is like getting 169 outdoor lighting ordinances passed at once 
and it will help protect our night skies and bedroom windows from the 
scourge of *aesthetic uplighting* promoted by the Malevolent Lighting 
Obsession because every luminaire with an aggregate of lamps totaling 
3,500 initial lumens or more must now meet full cutoff performance.  

If you are unfamiliar with lumen outputs this means every high intensity 
discharge lamp (HgV, MH or HPS) rated over 35 watts must be applied in 
full cutoff fixtures!
