Subject: Endorsing an EU legislation

Dear fellow night conservatives,

I am convinced the only possible important result of the forthcoming Paris
meeting (apart from seeing friends, some mutual education of the attendees
and a couple of articles in French media) could be a very explicit and
publicised endorsement of a ``piece of law'' which differs from the
working Italian models just in those details, which really deserve it.
Such ones mainly, which have been found as deserving it by Italian experts
who brought the laws into existence and witness their application in the
reality.

It should be no endorsement by the IDA, but by the Symposium participants.
Either by majority vote, or by personal signatures of those ones who are
convinced that it is needed (perhaps in a form of an open letter to the EU
representatives).

I've offered a text like it in April already, in a letter to a couple of
selected European activists. The following discussion became rather messy.

Today I changed that original proposal for the Czech Parliament into a
more general set of paragraphs, articles and letters.

I'd be thankful for any suggestions what should be written differently.

PS.

 The IDA MLO2004.1 (Model Lighting Ordinance) deserves your attention.
Evidently there is a lot of work behind it. The main problem, IMO, is
using the same watt limits for solid-state sources (incandescent ones and
LEDs) and discharge sources (these give four to ten times more light per
watt). For the former, the limits are OK, for the latter (e.g. HPS
sources), they would mean a disaster. We have to be aware that vast
majority of pollution is not made by incandescent, but by HID sources.
Allowing 50W HPS to be further installed without full shielding is a
dangerous nonsense, as proven by enough (European) papers already.

 MLO is based on various lighting ordinances and laws valid in the USA. We
in Europe should surely adhere to the best European examples and promote
their knowledge, replication and spreading up to the top EU level. Or even
the US one!
